So chance of ovulation is good even tho my monitor hasn't picked it up?

I have a clearblue fertility monitor.
I had my period July 6, 2008. My periods only last 4 days. My period before that was 22 days and the one before that was 33 days.
I am on cd16 and had a high fertility on cd 13.
I have been having tender breast and pains in lower abdomen. Have had no cervical discharge, but my cervix feels softer then normal and a little open.
Could this mean I am close to ovulation?

Checking your cervix is a very poor way of determining upcoming ovulation, and some people never get ewcm and that's ok...
Having tender breasts with you being about cd15 makes me believe you probably already ovulated...but obviously this is an educated guess
