Ovulation/Progesterone Levels

I am not on any meds. Last month my progesterone levels were 25.6 on cd21. This month I had them checked again and they are 0.6 on cd23. I noticed lots of EWCM the day before I had my progesterone levels checked. My doctor will most likely call me tomorrow sometime, but I would also like your opinion. Do you think I ovulated this month or not? I know that a 3 or above means you ovulated, so by the numbers it looks like I didn't. My doctor told me previously that if I didn't ovulate, then she wants to put me on clomid.
