Oligohydramnios (low fluid) is usually noted in the third trimester, many times with other factors involved, such as poor fetal growth (IUGR) or sometimes when things are normal, just the placenta may not be functioning as well...To have a pocket that may be slightly low, but in the context that there's enough fluid is a very common finding and many times considered ok...
In rare cases can it be present in the second trimester (not your case from what you state) because there would be pretty much no fluid even present...and this occurs in extreme cases with deformities and/or absent fetal kidneys...
