Is IVF needed to conceive with Low Sperm Count?

Hi there. My husbands sperm analysis results have just came back, volume 3.8ml, Ph 8.3, rapid 16%, sluggish 24%, non progressive 17% Immotile 43% count 34,000,000/ml. Is this classed as a very low sperm count? We are not due to see my gynaecologist until another 2 months time now. I am on 50mg clomid due to PCOS. Do you think we should consider IVF? We already have a 2 year old son who was conceived on clomid. Many thanks
