Have you tried the many creams / gels out there? Some are quite good. Also, depending on the time in your cycle, you can be dry or wet. If you are wet, it should not hurt. If you are near the end of your cycle, you may be dry and then it can hurt, hence the gels.
Also, if you have other issues near by, it can come to feel like painful intercourse. When I hurt my back - I had a slipped disk in my lower back, intercourse was out of hte question. Also, if you have hemorroids, or something like that, it can be quite painful just due to proximity. The more pain the other areas have, the more you will dry out and hurt inside too.
This is not a doctor's advise... it is just experience. I hope that helps you.
Try during your fertility window. That is when you are wettest. Otherwise, get KY.
If you are using condoms, you may be allergic or sensitive to the latex too.

discomfort to where one must interrupt is not normal, and an evaluation by a gyne is warranted
