HCG Levels

I just found out my HCG levels are 31. I should be about 4 weeks. Is this normal for a 4 week pregnancy or is it really low?

I was really worried about my low hcg levels but my RE said as long as they double, that is all that matters. There could also be the chance that you implanted a little later. Good luck!!!
