Do RE's require a referral from your OB/GYN?

you don't need a referral from your Obgyn, some will give you one but check with your insurance to see what they cover.

An RE will see you regardless of how long you've been taking clomid.

Everyone is definitely different so I hope that you get plenty of different perspectives. My obgyn refers to two specific doctors. These doctors do not require a referral. I would assume that some insurances may request a referral first in some cases. My obgyn likes to do six rounds of Clomid, however, at four, we discussed what I wanted to do for myself. I told her that I would try one more time (cycle 5). It didn't work so I was free to schedule an appointment with the RE. He was great, so knowledgeable. It took him all of five minutes just talking to me to figure out what was wrong with me. He had me come in a couple weeks later for an ultrasound to confirm. He was right. With the help of a little gonal f, hcg and timing, I was pregnant after several years with twins. However, I miscarried at four months. I am now trying again. I truly hope this works. Good luck to ya!
