Can you still ovulate with low progesterone levels?

I had b/w on cd21 last month & prog levels were 4.1. This month on day 21 my prog levels were 7.3. I felt like I ovulated due to cramping. I was on Clomid 50mg. The nurse told me I had to have a level of at least 10 to ovulate. I am 2 days from expected arrival of AF. Any answers to ease my mind???
