Can you have a period and not ovulate?

My surrogate has a perfect 24 day cycle, and today is day 12. There is still no sign of ovulation, temps still low, no cm, no surge on the OPK.

Can you have a period and not ovulate?

How long does a LP need to be?

The LP shoudl be around 14 days..Ovulation may still occur a few days from now and be normal...Not unusual if the stress may be delaying her ovulation
