Bravelle and estrogen levels

I have been on one vial of Bravelle in the evenings for seven days. I went in for my second ultra sound this morning. I had one egg that was 13mm on the right and one egg on the left that was 10mm and several that measured 8mm on each side. I was just told that my estrogen level was 36 and they like to see 200ish, so I am suppose to increase my dose to two vials for the next few days. I thought the eggs had to measure 18-20mm before i took my HCG injection. With the egg that measures 13mm is it normal for my estrogen level to only be 36? Does the estrogen level increase quickly as the egg develops? I don't understand how the two relate. Please help me understand!
I also just found out from my HSG today that my left tube may be blocked, but my right tube is open. What are my chances continuing with the same treatment plan of the Bravelle, HCG injection, and IUI? Is my only option IVF?
