Birth Control and Inducing Ovulation

My OBGYN is treating me for fertility problems. I tried getting referred to a specialist but our military insurance wouldn't til I was seem on post first.
I don't have my periods and have pcos. I've tried clomid before being treated for pcos and it failed 3 times. Now that im on Metformin for my Pcos we will probably try Clomid again.
Here is where my question comes in. I went yesterday to my appointment. He said my insulin was high(this blood test was BEFORE I starting Metformin) and said he wanted me on Birth Control for 2 cycles. He did bloodwork this morning to check it again.....I don't understand why he doesn't want to see my test results before making me take BC..maybe my insulin is fine. I've lost 18lbs and really healthy compared to 3 months ago.
He said when I get done with these 2 cycles on BC he will induce Ovulation. That will be too late for Clomid, correct? Clomid should be taken during my cycle or so I thought and did before when I took it. Also doesn't BC take time to come out of your system which could prolong things even more?
I'm at a loss. My Dr is very hard to understand and I'm getting ready to change anyway but curious to know what you think about it.

There is a minor, if any delay to fertility after bcp, but none should be appreciated if starting Clomid immediately, which can and is commonly done right when stopping bcps...for which bcps don't last long in one's body
I commend you in losing weight prior to ttc, as it will make things easier, and also pregnancy which helps to avoid complications..
If you do fail to ovulate on Clomid, you may have to see an RE and pay out of pocket to help you ovulate with injectable gonadotropins
