39 weeks pregnant

im 39 weeks pregnant and everytime i go to the doctor every week they tried to strip the membranes of my cervix to 2cm because i am only dilated to 1cm but everytime i go back in for my check up it closes back to 1cm and this whole pregnancy my hips hasnt changed in shape it looks the same it didnt go wider like other women, im wondering if i have a cervix disproportion? and ive been having a mucus bloodish color discharge this past few days does this mean im going to be in labor soon?
